Small Tweaks on Santa

I have to tweak Santa a little bit because he is not very much of a threat early game and players can just ignore him and move on to delivering gifts.

Increased Sight range and rate detection.

Implemented a hearing system for him, His only player detection is line of sight which players can just run around his back without awareness.

Increased patrol speed on his early and late phase.

Increased rate of teleportation.
